Do I need a passport for a Canada cruise from Cape Liberty?+
U.S. Customs and Border Protection says U.S. citizens on a closed-loop cruise (one that starts and ends at the same U.S. port) can re-enter the U.S. with a birth certificate and a government-issued photo ID, but the countries you visit may still ask for a passport. We recommend a passport for everyone, since it also matters if you ever need to fly home from a port. Check the requirements for your own situation before you sail.
